Oh, I don't think Rafe has bought "the druggie did it" at all. Rafe is bright, and may appear laid back, but he was very careful over his words. He never said the druggie did it, he said "the evidence points to him". Rafe reminds one of Columbo, noticing little things, not saying anything, but making sure that it all will add up properly.
